DUBAI – The Dubai Land Department (DLD) has launched its new ‘Initial Registration’ platform, introducing a connected digital system designed to make property registration and related developer services more efficient.

The platform brings project registration, real estate transaction registration and escrow account management into a single digital journey. Powered by artificial intelligence and automated processes, the initiative is aimed at improving transparency, reducing administrative work and supporting the continued expansion of Dubai’s property market.

The launch also comes in line with a new UAE government framework announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The framework aims to enable 50 percent of UAE government sectors, services and operations to function through autonomous, self-executing artificial intelligence models, known as Agentic AI, within two years.

The platform was unveiled during a ceremony at Grand Hyatt Dubai, attended by DLD’s Acting Director General and CEOs, as well as officials and representatives from the public and private sectors. The event included a presentation explaining the platform, its main features and operating model, followed by discussions on its services and capabilities.

AI features

One of the platform’s key functions is its use of artificial intelligence to process documents and capture information automatically. It can read documents such as Emirates IDs, passports and sales contracts, extract relevant information and populate the required fields, reducing manual data entry and helping improve accuracy.

Standard transactions that meet the required conditions can be processed automatically. Registration applications that comply with established business rules can also qualify for approval upon submission, potentially reducing processing time for straightforward cases.

The system is also designed to help users identify the correct procedure through a short series of questions. Where information is missing, applicants can provide the required details while keeping the transaction open, avoiding the need to restart and resubmit an application because of minor omissions.

Project 360

Another major feature is ‘Project 360’, which gives developers a consolidated view of their projects and related information. The dashboard brings together details including unit status, escrow accounts, financial information and project records.

It also includes early warning indicators designed to highlight potential challenges, allowing issues to be identified for timely intervention. By providing greater visibility across different stages of procedures and responsibilities, the system is intended to strengthen coordination between developers, DLD and banks overseeing escrow accounts.

Information can also be reused across connected systems. This helps reduce discrepancies between sales, escrow account and ownership records while supporting more consistent monitoring, governance and oversight.

Developer services

Developers can use a single account to manage multiple companies and monitor several real estate projects. The platform also allows organisations to establish defined user permissions and separate responsibilities for submitting and reviewing transactions.

This structure is designed to support clearer workflows and stronger internal oversight, while reducing repetitive data entry and document submissions. The connected system also gives developers a more integrated view of their real estate portfolios and business activities.

Implementation and user training were conducted in phases, allowing users to prepare for the new system while workflows were tested ahead of the full rollout. The platform is intended to improve first-time application acceptance rates, reduce follow-up enquiries and minimise manual processing.

Eng. Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency (RERA) at Dubai Land Department, said the platform represents an investment in the real estate sector’s efficiency and preparedness for its next stage of growth.

He said the department was continuing to develop a digital ecosystem that allows developers to manage projects and complete transactions more effectively, while combining faster service delivery with accurate data and effective oversight. He also highlighted the role of artificial intelligence and stronger stakeholder integration in improving ease of doing business, transparency, governance and investor confidence.

The ‘Initial Registration’ platform forms part of DLD’s broader efforts to develop scalable digital infrastructure capable of supporting growth in real estate transactions and projects. The initiative supports the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33, with a focus on innovation, integrated data and efficient digital services.
